1 email address I get a delayed message

My VP gets a delayed email response from our exchange server for only one email address withing the company.  Any other email address within the company we are sending the email goes through ok.  I have seen delayed emails for whole ISPs, etc but never for 1 email address out of 30 email addresses.  It is always this one email address that I get a delay on.

Followed article but I already have it setup per the article.  Thank You.
Could you please forward us the email header of the delayed email notification (what you have got in your inbox), if you are using 2007 microsoft outlook then follow below steps

1.Open a message.
2.On the Message tab, in the Options group, click the Dialog Box Laucher .
In the Message Options dialog box, the headers appear in the Internet headers box.

Here is a header from a delay to @poolcenter.com

Check Antivirus might be blocking messages going outbound.
All message go except for this one email address which is only a delay.
Are you getting delay message for specific email only or from randomly email id's ?
The emails are only going to a domain(a company we just purchased) the rest of the isps are fine with no issues.  I'm starting to think either a smarthost is involved or an antivirus protection on their side.  I was watching yesterday and it seems the emails will take about 10 to 30 mins before they make to the other side.  According to message tracking they are setup in queue and ready to go, they just take a little time to go over:

So only when your VP is sending an email to that receipient he gets delay notification, right ?

What if you try to send an email to that receipient, do you or any other users get any delay notification ?

Also check SMTP logs.
Yes other users get delayed messages.

The receipient is not in our domain.  They have keep their domain.  I will check with their IT guy for any firewall or antivirus issues.
So if the receipient is outside the domain then offcourse the problem lies to there side.
Antivirus was causing the issue
