VB Installation on a network

This is 'kind of' VB question but someone may have done it.
Local college has VB 6 installed so that it is centrally
located and students can access via terminals.
Problem is:

a) Students cannot use VB help as college I.T don't seem to know how to install it over a network.
b) Students only have the basic controls on the toolbox.
Try adding , say common dialog box , and you get 'Access
denied'.

It's all a farce really, but what is answer to this ?
Then I can inform college I.T. support who to call.
