Barcode Creator and Reader?

Hello,

I just bought a Symbol barcode reader.

My question here is very important and I need urgent help

I need a program where I can create a list of codes to print.
I need a program I will then use it to read the codes I have printed. This program should tell me if the code is "valid" (on list) or "invalid" (not on list), I should be able to deactivate any codes.
Also, when a code has been readed, and the same code is readed again, the program should tell me "already readed" or something like that.
