Why does it take so long to get the activation going on the devices

I am switching out 5 or more BB devices and I have tried with 2 now that I take the sim card out of the old phone and put it in the new one. Then I go to BES and delete the user account, I wait for 5 minutes and then create the user account again. I then set a password for the activation. I go to the device and go to enterprise activation and enter there email and the password. It takes a long time and comes back and says trouble communicating with the server. I try again and same thing. Usually after the 3 or 4 try it starts to sync. I have perfect signal strength. Is there a time that the server needs to wait till it is ready for the sync?Start Free Trial
