IE7 Padlock not on url but on status bar

Hi I have a home net work all ok but if I go to Paypal on one computer url turns green if I use the other computer the padlock and only the padlock is on the status bar at the bottom of the screen and no green url. Both computers are fully registered and both use ie7.Start Free Trial
