PC cannot open LAN settings, network works but internet is down

I have an XP SP2 PC fully patched that works fine for an hour or two after booting but then loses connection to the internet. IE/FF open but never connect and do not give an error. You can still access network mapped drives and the exchange server but not the internet. Problem occurs with IE and FF. I also found that under Control Pane > Internet Options > Connections that I cannot open LAN Settings, it hangs. After a reboot all is well for a time then it happens again. IPconfig/all shows correct settings, I can ping and resolve any box on the domain, but internet browsing is dead. It is not just port 80 either, I have a web program on another port and it does not come up either.
