Not able to get L2L Tunnel built on PIX 501 and VPN Concentrator 3000 - PIX outside it DHCP

I'm having a hard time creating a L2L IPSEC VPN Tunnel between a Concentrator 3000 and a PIX 501. I worked with Cisco a little bit this afternoon and the lady I talked to wasn't very helpful. My Outside interface on the PIX is set to DHCP, now from what I have been told by the ISP is that their IP's don't change even though they are DHCP, (I'm using a cable modem) so I should be able to statically assign the Peer on the Concentrator, correct? with what my PIX Outside IP is.
Here are my configs for the Concentrator and PIX, I'm not sure what I'm missing, could anybody shed some light for me, I'm fairly new with all the VPN and PIX stuff. If you need anything else let me know. Thanks!
