Ping across WAN to non-existent host returns incorrect replies

Hi Experts,
Ok, let me try to explain this beter. I have a WAN consisting of 5 local subnets, i.e. 192.168.1.0/24, 192.168.2.0/24, 192.168.3.0/24, 192.168.4.0/24, 192.168.5.0/24

This is supplied by the Telco.

The problem is, I have a network monitoring application that uses icmp packets (I assume) to discover hosts on the network. Now when I try to ping an IP, which I know does not have a host connected to it, from the "core" network (192.168.1.0/24) - I get a reply from the remote router's WAN interface, saying "Destination host Unreachable" - however it is actually replying to the request, instead of timing out.

So my network monitoring application is returning "unknown hosts" from every available IP address in the range, instead of only returning replies from active hosts. Does anyone know what technical details I need to talk with my Telco about, as they are refusing to help, and saying it is my problem.
