Create Trigger causes non-boolean type error

What is wrong with my trigger. Can't find much info on this error. Basically, on insert, I am trying to replace a local file path string and replace it with a URL style string, ie. c:\inetpub\ would be changed to /.

I get the following error when running the script below:
Msg 4145, Level 15, State 1, Procedure fpath_attachment, Line 17
An expression of non-boolean type specified in a context where a condition is expected, near 'id'.
