Replication or DTS?

Folks, I'm new to DTS and replication and need help with a problem.

I have an Access source db and an AS400 destination db.  I need to replicate the data in an Access table to the AS400.  I know that there are ways to do this outside of using SQL Server, but for business reasons, we want to use SQL Server as the replication tool.

First, my understanding of replication is that you can only use SQL Server as a publisher.  Is this true?  If so, then replication won't solve my problem.

Second, I could set up a DTS package to copy the data from Access to the AS400.  But I don't want to truncate the AS400 table and then import the entire table from Access.  I only want to import new rows and then I want to delete rows from the AS400 that no longer exist in Access.  It's only about 40k rows, but we're going to be setting up a bunch of other daily data migrations and I want to get in the habit of only migrating what's necessary.

This may be something that's fairly easy to do.  I just haven't figured it out yet.

Any help would be much appreciated.
