Help Menu not working properly - window opens and remains blank

Ever since I installed OS X 10.5, about 8 months ago, I have not been able to use much of the help menu on this iMac.

I can pull-down the Help menu, use Search, but invoking an application-specific help (any application) returns a blank window. The window spins (colour wheel) for 2 min or so, 3 times, before giving me the application help content.
