RPM & Mac Server 10.4

I need to install a couple of .rpm packages onto my Tiger server and I'm stuck. When I try to execute the command I get the following:
-sh: rpm: command not found
which would lead me to think it's a path thing. Where should rpm be and why isn't it automatically in the default path? I've tried to run the command from:
/root
/etc & all sub-directories
/usr & all sub-directories
all as user root. Start Free Trial
